ZONING REGULATIONS
Zoning in Silver Brook Township is governed by Carlton County and is in accordance with the Carlton County Zoning Ordinance
JUNK CAR RESOLUTION
BE IT RESOLVED, "any place where two (2) or more motor vehicles not containing current license plates are stored WITHIN VIEW OF ADJACENT owners or public rights-of-way; and including land or buildings where waste, discarded, or salvaged materials are bought, sold, exchanged, stored, cleaned, packed, disassembled or handled, included but not limited to scrap metal, rags, paper, rubber products, glass, lumber and products resulting from the wrecking of automobiles or other machinery, adequate materials shall be provided in the way of fences, walls, or planted vegetation to screen all such used from public rights of way."
NOXIOUS WEEDS RESOLUTION
BE IT RESOLVED, the Minnesota Noxious Weed Law requires occupants, owners, or their agents to control, eradicate, or otherwise destroy noxious weeds growing on their property. This requirement is set forth in Minnesota Statute 18.181, which reads as follows:
It shall be the duty of every occupant of land or, if the land is unoccupied, the owner thereof, or his agent, or the public officials in charge thereof, to cut down, otherwise destroy, or eradicate all noxious weeds as defined in Section 18.171, Subdivision 5, standing, being or growing upon such land, or in such manner and at such times as may be directed or ordered by the Commissioner, his authorized agents, the county agricultural inspector, or by a local inspector having jurisdiction.
CULVERT POLICY
Silver Brook Township will furnish one (1) culvert to township residents at no cost.
The Board must inspect and approve the proposed location for said culvert. All culvert locations must meet Carlton County standards. All non-conforming locations must be reviewed and approved by the Board.
The Board will determine the length and diameter of said culvert.
Additional culverts may be purchased by residents through the township at the resident's sole expense.
A $100 deposit is required to be on file with the Town Clerk before the purchase of any culvert. The deposit will be refunded upon proper installation by the resident and final inspection by the Board.
ROAD RESTRICTION POLICY
Carlton County has set the road weight limit for gravel roads at 5-tons during restriction time periods.
Silver Brook Township agrees to adhere to the weight limit standards and regulations set by the County for all township roads.
At the Board’s regular meeting on May 9, 2006, it was adopted by motion that the acting Road Supervisor may allow limited exceptions to the road weight limit.
Limited exceptions may be allowed in the event of emergency or one-time special circumstance on a case-by-case basis with prior notification and approval by the acting Road Supervisor.
DONATION POLICY
Silver Brook Township levies each year for its Health & Recreation Fund.
The total amount levied for the Health & Recreation Fund is set by the electorate at its Annual Town Meeting.
Distributions can only be made from this fund to support area programs that are allowed by statute, are for a public purpose, and are in the town's interest.
The Board of Supervisors has set the following requirements for donation requests:
A written request for funds must be received by the Town Clerk on or before the date of the Annual Town Meeting held on the second Tuesday of March of each year. Attendance by a representative of the requesting organization at the Annual Town Meeting is highly encouraged.
The written request must include the following information:
a. The name of the requesting organization;
b. A detailed request stating the amount requested and further outlining what the donation would be used for; and
c. A financial statement from the requesting organization, if appropriate.
All requests will be presented to the electorate at the Annual Town Meeting. The Board will take into consideration each organization's presentation and any input by members of the electorate for or against each request. All requests will be evaluated and donations, if any, determined by the Board at their first regular business meeting following the Annual Town Meeting.
